Agreed. As it is, though, neither DCL nor BACKUP flags or rejects the
combination of these qualifiers. May have been an oevrsight originally,
and was never changed to prevent breaking anything that worked. Even if
it didn't do what someone thought it did, at least it didn't bomb out.
