In the UK a small company until recently called H2O Networks
reportedly really is using water pipes for "last mile" broadband
delivery; allegedly their first 50 customers have just been 'cabled
up' in Bournemouth on the south coast. OK the pipes they're using are
the sewers in the streets, and what they're doing is putting fibre in
the sewers and heaven knows what between street sewer and customer
premises (hard facts aren't easy to find), but it is very definitely
money down the drain.
