An "early" Rainbow was not the first generation Rainbow.  The business
decision to not include a format utility with the initial Rainbow was
well documented and appeared in magainzes like "DEC Professional".  I
believe DVorak (sp?) even wrote something about it in one of his
columns, but don't remember which magazine he was writing for at the
time.  When the backlash from both customers and media hit, they did
ship an "OS upgrade" which then included a FORMAT program.  The
damage, however, had been done.  The same MBAs who chose to omit the
FORMAT program also made the choice of which OS to bundle, despite
what the engineers told them.
