How about this:

MAIL> SEND
To: username+ at dis.txt
...

Should "dis.txt" be interpreted as a domain name or an indirect file
containing a distribution list?

Here, the '@' is not the beginning of the line.  It is at the
beginning of the second parameter.

(Hint: It gets interpreted as an indirect file.  There is no
requirement in Mail that an indirect file be the only destination for
a given message.  Try this on an OpenVMS system and you will see that
the "username" receives the mail message as well as all users listed
in the "dis.txt" file.)
