On the windows machine:

Make sure the component 'Other Network File an Print Services':'Print
Services for Unix' is installed and running.

Make sure the printer is shared. Do not use any spaces or odd
characters in the share name. Any security settings should allow the
VMS machine to access the share WITHOUT authentication (defaults are
usually ok).

On the VMS machine:

Use the printer share name for the 'rp=' entry, NOT the 'real' printer/
queue name.

As mentioned by others, 'TELNET/PORT=515 <windows machine>' from VMS
will at least confirm that the print service is running, and is
configured correctly to allow access.
