Does this mean that VMS engineering only went as far as providing the
file system tools  for on-line defragmenters but never actually
productised a degragmenter that used those services ?

Is that a correct interpretation ?

I recall when these services came out some discussions about some files
having to be expemot from some defragmenter because that can't be moved,
and degragmenters working during quiet hours to reduce the time a file
is locked while it is moved etc etc.
