One thing to look at is whether the service announcements from the VAX
are generated at same frequency as service announcements for the
PDP-11s. a disruption on the whole LAN might still result in the PDP
announcements making it to the decserver before the service is declared
dead, while for the VAX, the loss of one or two less frequency packets
would cause the service to be declred dead.
Do you have IP connectivity on your VAX ? If so, you might try to ping
another host continuously to see if there are periods where pings are
not responded to. (packet loss).
