On the windows box, do you have any anti-virus/firewall turned on?  This 
says that the IP address contacted does not have anything listening on 
port 515.

You still have a firewall/configuration problem.

 From my VMS box I tried to telnet to my PC that does not have anything 
listening on port 515.

$ telnet /port=515 192.168.xxx.xxx
%TELNET-I-TRYING, Trying ... 192.168.xxx.xxx
%TELNET-E-CONNFAIL, Failed to connect to remote host
-SYSTEM-F-REJECT, connect to network object rejected
