In the case of MicroVMS 4.* which was sold with all mighty Microvax IIs,
the system disk was not setup with the now standard disrectory structure.

All was in [sys0] and there was no [VMS$COMMON] tree and no
[SYS0]syscommon.dir alias to VMS$COMMON.

When 5.0 was released, the MicroVMS directories were converted to real
VMS with the syscommon/VMS$COMMON and files moved there.
