I'm not sure if they are the same thing, but the default for OpenOffice 
is to convert "standard" quotes to "custom" quotes (text documents _and_ 
spreadsheets.

And something I recently encountered, by default Open Office also 
automatically (and silently) replaces minus signs surrounded by spaces 
(" - ") with em-dash, in text documents _and_ spreadsheets.

Workaround for your own documents: in Tools | AutoCorrect | Options, 
switch off 'Replace dashes' and 'Replace "standard" quotes with "custom" 
quotes'.

Something to be aware of when getting data from third parties...
