Sorry, I'm just using a VT emulator (Reflection) in a telnet session.
SHOW TERM says that my VMS terminal is set to 8 bits, but I just
checked my Reflection settings and it was set to VT400-7. I don't
have access to the other software to generate another test until
Monday. But I'll switch my emulation to VT400-8 and see if the
characters are displayed there.
