I think Oracle has been in that business for many many years.
Just not with HW and OS.

Business software usually mean ERP and CRM today. And the
standard based (just with a 10 million dollars in customization)
solution does usually not run on VMS.
Most of Oracle business apps are Java EE based.
I don't see much reason for them to buy VMS.
