To follow up my own post: according to

it is

 PDS> EXAMINE /qualifiers parameter

(under PDS, which appears to be a command line interpreter).

Something like

 PDS> EXAMINE /ALL/OUTPUT:EX.LIS ALL

might list all information for all users.  From this
you could determine, with a little help, perhaps,
which users were privileged.

As with RSX, it appears that an octal group number -
the g in the [g,m] syntax - of 7 or less implies a
privileged user, but there appear to be privilege
bits you can set to provide some privilege granularity
in an analagous manner to those provided by VMS.
