[Info-vax] SYS$TIMEZONE_RULE on Itanic

Recently I had the time to play with my Itanic again and found this:

  "SYS$TIMEZONE_RULE" = "CET^1CEST^2,M3.5.0/02,M10.4.0/03"

while on my Alpha it looks like this

  "SYS$TIMEZONE_RULE" = "CET-1CEST-2,M3.5.0/02,M10.4.0/03"

Why is there a caret instead of the minus (for east of null meridian)?
(if I change to MET, it keeps the same problem, caret on I64, minus on AXP)

What did I miss here (and what about common source code)?
