>From a quick look, it all looks intentional.  There was some issue with DTSS 
and timezone rules that the "-" was causing problems.  For a while, the "-" 
was replaced with "M" but then later it was again replaced with "^".  That's 
about all I could learn from 5 minutes of picking through edit histories.
