And why is this change not documented (V8.3-1H1 RN doesn't mention it)?
And what problems at all? I personally haven't seen one (but now I fear one).
I thought, this is a POSIX rule (format). Did POSIX change the format?
Now, anyone (here in Europe or in Asia) wanting to reverse this change?
(in US it is a plus, which is left away, not a minus, misplaced as caret)
