You need more than a heap of parts to build a car!  In addition, you 
would need the proper tools and test equipment to get it all together 
and properly adjusted.  Some of the tools; e.g. torque wrenches may not 
be found at your local hardware store.  Finally, you would need someone 
who knows how the pieces fit together.
