.Z/.z indicates the LZW based Unix compress software.

You should be able to find that on plenty of *nix'es.

It is also available for VMS. But it may take a bit more time
to find it. If I remember correctly the filename is zcompress.c
(note that the VMS utility LZWCMP is not compatible).
