Somewhere around here I have a document which describes the RMS formats. 
It predates the indexed file compression stuff but other than that it's 
still relevant.

It wasn't a published book, it was something that had been printed off
on a line-printer and photocopied (I got it from a local DEC software
guy decades ago).

If there are specific questions you have I could try to find it (maybe I 
could fax or snail mail you a section of it).

You might be better off asking in comp.os.vms (while RMS was also 
offered on other DEC OSes it was most significant on VMS) [I'm 
cross-posting my reply there]
