It depends on two things:
First, which version of VMS? If recent enough, there
is something called dynamic volume expansion (IIRC...
I use it, just don't know its official name).
Second, the shadow set (volume) needs to have been
initialized to allow the expansion, typically with the
/LIMIT qualifier (thus the dependence on a recent
enough version of VMS).
