[Info-vax] FTP sesion against a vms server fails

I just installed this on a testing server and everything seems ok until I 
try to use the HG_FTP_''username' .. log to restrict access. Every time I do 
this I get kicked out and the log file shows nothing.  How do you configure 
that?
