   There are two methods of sending files from VMS to VMS and preserving
   VMS meta data.  One passes the FDL as text (MODE VMS, IIRC), the other 
   passes the RAB (STRU VMS).

   Anyone can write to these and generate the appropriate FDL or RAB
   information to tell VMS what to do, even if they're not on a VMS
   system, but don't look for too many existing UNIX or Windows FTP
   clients with that feature already implemented.
