One important node with 1 vote, and 10 unimportant nodes with 0 votes.
You can shutdown all of the 0 votes nodes :-)

The problem arises when you wish to shutdown the first node. If you boot
one of the 10 nodes with say 2 votes, you can then shutdown the first
node. But when you reboot the primary node, your cluster has quorum of 2
(3 votes) and you can't remove that 2 vote unimportant one to get back
to normal.
