There are plenty of places to get blog space.

(Google offer http://www.blogger.com/)

But a blog is not really a good replacement for
usenet.

A blog is for someone to write longer texts about
something that interests them. And if it is actually
interesting for others (very few are!), then readers
can discuss the content.

It is not good for questions.

So blogs would be great for those that want to
inform in detail about their thoughts about certain
specific topics (examples: why VMS should have IPsec,
why the move of VMS engineering to India is the end
for VMS etc.etc.).

Blogs is not good for those old fashioned guys/gals that
actually have a specific question.
