With all due respect, I must differ with Ian.

The described procedure will change the DCL tables for ALL users on
the system, not necessarily the desired outcome.

To change the DCL tables for a particular user, the value in the
SYSUAF is /CLITABLES, and is managed using AUTHORIZE. Basically, one
clones the standard system file and then modifies the clone as needed.
The field can hold up to 31 characters. Please take note of the
warning in the applicable HELP text that the standard DCLTABLES is
used for NETWORK processes.
