[Info-vax] Command tables not propagated to subprocesses

   That seems to be what the OP is asking for.  But you are right, if
   he wants a special table for just one user.

   The pain is, for every product install or other mod to DCLTABLES,
   the special table for that user needs to be recreated.

   I went through this for a few years on a system where we wanted some
   users to not have the PRINT command (and had good reason to believe
   they would not be writing code to call the system service).
