[Info-vax] FTP VMS->VMS over net fails; something else-> VMS works

Here's an odd one I just came across.

If I FTP from one VMS system to another over the internet, it doesn't
work, until I do a FTP> SET PASSIVE ON.  From either Unix or Windows
to the VMS system, it works as is, but 3 different VMS systems require the 
SET PASSIVE ON. This is almost certainly a NAT router issue, not a VMS 
issue, but what is VMS doing funky?
