I had to deal with this just this week on TOPS-20, setting up a downloadable
copy of Gorin's textbook on Macro-20 programming (Digital Press, 1981, with
updates):  Most Unix-style ftp clients now default to "enhanced/extended
passive mode", which TOPS-20 does not recognize at all.
