Bssed on certain clues I got, you would need to get to at least
Livermore or Hurd (or was Carly still the big cheese at that time?)


It appears that the people at the lower levels were not involved and not
aware of what was going on and heard the news at the same time David
Dachtera announced it.

And if folks in the VMS group we unaware of what was being discussed at
the Hurd/Livvermore level, they couldn't have done anything to fight
such a move.
