VMS's growth chances do not depend much on the CPU.
"All the world is a VAX" did not save it back then.
Running on the highest clocked CPU did not help to grow it either.

It might well be that the mere existence of VMS is committment enough,
in HP's view.
They could have killed it just like MPE/ix.

HP has made it quite clear that this would depend on
customer demand beyond the existing base.
No demand, no growth.
