[Info-vax] SMTP addresses converted to uppercase :(

when I send an email using
$ mail NL:/subj="test" "user at host.domain"
the address is is changed to USER at host.domain.

but if I use
$ mail NL: /subj="test" SMTP%"user at host.domain"
the case is preserved

is there a way to have the case preserved w/o having to use SMTP% ?
