HP has made it clear they are not interested in VAX-VMS. So it doesn't
matter if there is need or not for some VAX-VMS features.

The problem is that if you have a mixed environment that still includes
VAX-VMS, then you can't really move to LDAP for your Alpha or them IA64
contraptions because that then leaves the VAXs without authentication.
