I'm not sure.  This is something from a long time ago and recently 
started bothering me again after I redefined DISK$SCRATCH to be a shadow 
set.  As I  mentioned, I plan to redefine it to a single disk, and that 
will make the problem go away, but I want to track down the problem 
first.

I can find no trace of the queue now. 

Unfortunately, the only way to test this leads to a shadow merge, so 
I'll have to do some more investigating first.
