Oops, the correct sequence would be:

1. Use CLSUTER_CONIFG to set up the Simh VAX as a cluster
2. Reboot Simh VAX
3. Use CLUSTEr_CONFIG to ADD the 3100 as a satellite to the cluster
4. boot the 3100 over Ethernet into the cluster
5. Restore saveset B
