More likely with the author of those PHP files.

PHP should be very similar to lots of other languages - you
simply include the stuff you want to use and then use the
functions.

The only weird thing about PHP that I can think of is that
include does not give an error if the file us not found - one
need to use require to include a file in a way that it gives
an error if the file is not found. And that is not relevant
for the topic.
