There is a free DCL emulator called "Open DCL Lite"

They used to sell thier emulator

There is also one called XLNT

I have the PC-DCL software if anyone is interested.  It was written for 16 
bit DOS but still works in Windows XP.  I haven't tried it on Vista yet.
