[Info-vax] 2 questions, 1st regarding setting up keyboard 2nd. dcl programming

Actually it's not that easy using vanilla DCL.

I suggest you take a look at the wheel that's already been
invented a long time ago:  ZMENU, to be found at the usual
repository for fine VMS stuff,
