   They don't make more energy than the eletrical energy use, but 
   they do move more energy than the electrical energy use.  
   Electrical resistance heat puts out less than 100% of the energy 
   it consumes electrically.  Heat pumps put out more than 100% of 
   the energy it consumes electrically.

   And nobody charges you for the energy that a heat pump sucks out
   of "cold" air.
