   The very worst heat pump I ever had (in an apartment built in the
   middle 1980's) worked well down to about 32F.  I suspect the 
   landlord put in the cheapest he could get.

   My house, built just a couple years later, and with I assume the
   cheapest heat pump the builder could get, started with a heat
   pump that worked well down to about 0F. 

   We replaced that a couple years ago and the new one should be
   better, but we don't get down to 0F often enough to know yet.
