Actually, I believe that myth was put to rest a long time ago.
VMS was never ported to x86 (or now, the 64bit version) strictly
because its owners chose not to.

Yeah, way too advanced for MS.

But to really answer his question.  One can run VMS on the VAX emulation
of SIMH.  The Hobbyist program provides the needed licenses and can also
provide the software at a very reasonable price.
