Yes, but that's easy enough. You can join Encompass free (or used to be 
able to).

You didn't look hard enough. At that link, look for 'OPenVMS Media' near
the top left. You can buy a bootable CD.

Since the version of OpenVMS on that media (OpenVMS 7.3) was recently 
booted on a VAX11/780 (the first VAX!) I doubt that that would be a 
problem, somehow.
