Actually, you will become a Connect member these days
(http://www.connect-community.org/), at least in the U.S. and several
other countries. DECUS is "migrating" to Connect.

You can't download the software. If you don't know someone from whom you
can borrow the media, you can buy a "Hobbyist CD" with OpenVMS and some
Layered Products. Click at the "OpenVMS Media" link at the top of the
http://www.openvmshobbyist.com/ homepage.

Sure it will. The latest OpenVMS VAX version is V7.3 which will happily
run on the VAXstation 3100 (as well as on most older VAX models).
