The Alpha emulation is still under rapid development.  Part of the rationale for 
PersonalAlpha is that they get volunteers (that's you and me) to beta-test each version 
before it becomes a full-performance release.  The free use of PersonalAlpha is your 
payment for your testing.

By contrast, CHARON-VAX is pretty much a stable product.  Yes, they did add DSSI 
clustering over IP and other cool stuff, but there's no new parts to the VAX itself.
