[Info-vax] File protection for: TCPIP$SMTP_LOCAL_ALIASES.TXT

Got a strange message trying to send an email an email via smtp% (since
imap clients have degraded to unusable state).  Can anyone check their
equivalent file and tell me what the protection should be ?

This happens on both DECW$MAIL and MAIL.EXE

SHould I make that file W:RE or is this a sign that some shareable image
has not been installed or some other issue ?
