Ignore_DECWINDOWS causes the boot to not install/start any decwindows
components.

IGNORE_WORKSTATION causes DECWIDNOWS to starrt up, but only in client
mode. AKA: It doesn't start the X-server portion which takes over the
keyboard, mouse and display screen. But from the command line, you can
do SET DISPLAY/CREATE/NODE=other_node/transport=transport

With IGNORE_WORKSTATION, the display should remain in character cell
console mode as is it during boot. YOu get very limited editing
capabilities that are generally below VT100 standards. FredK would be
able to answer this. Is he still with the VMS group today ?
