No, you have become confused.  He has PC's running Excursion and wants
DECWindows to show up in Excursion.

Your method would work just fine, but other than tha fact that I think
very few user environments would be willing to accept it, it also seems
apparent to me (and no insult intended) that he and his users probably
have very limited experience with either VMS or running X.
