I've heard (tm) that this is often a company that has already decided to
hire someone with an H visa, but they have to justify doing so to the US
Immigration Services.  So, what they do is: 1) Advertise the job locally
for an insulting pay; 2) Get no offers; 3) Go to ICE and say "We need this
guy from Outer Elbonia.  See? There are no takers from within the US.";
4) Bring someone from Outer Elbonia on an H visa; 5) Pay him an insulting
level of pay, which is a fortune in Outer Elbonia.  Everyone is happy 
except for unemployed job seekers.
