Employers do not have to show they cannot find a U.S. worker before
hiring and H-1B worker. For a small class of H-1B dependent employers,
they are required to recruit U.S. workers in good faith for some jobs.
However, they do not have to show they recruited and there is no
enforcement whatsoever under the current (soon-to-be former)
