Boulder is by no means a cheap place to live.  Beautiful country
though.  One of my nephews went to the University of CO and stayed
there, got married, has 2 kids, etc.  Many others also choose to do
same.  He did move from Boulder to another town south of Denver, to
save $$ in living expenses.  My brother plans to retire there.
