I finally got word from Oracle that the link is 
http://www.oracle.com/technology/products/oraonopenvms/

There isn't much on the web site but you can get onto the Oracle on OVMS 
mailing list and I do get emails from time to time.

My guess it that it'll be there "real soon now".  I did a search
within the Oracle website for "oracle database on openvms" and got
600+ hits.  Most of which were Rdb related.  A lot of 10gR2 also.  I
did find this Oracle Profile which at least gives us "target"
although it may be mostly Rdb related also.
